Association and statehood
The declaration expresses a voluntary association proposal. New York incorporation, charitable registration, tax status, and any official recognition require separate evidence and applicable filings. Any statehood proposal within New York requires legislative consent and congressional admission. Landowner agreement alone does not accomplish that process.

Identity and travel
REAL ID applies to qualifying state-issued licenses and identification cards. Private KYC, a blockchain record, and a membership card do not confer that status. A JAP is supplemental membership information. Required passports, visas, government IDs, and other travel documents remain subject to the relevant authorities. A pending immigration case is not by itself proof of a particular lawful immigration status.
Disclosure by purpose and authority
Public lookup contains only limited issuer and credential-status information. A full identity dossier will not be exposed through a QR. Officers, agencies, and carriers must follow a verified request process identifying their organization, purpose, legal basis, jurisdiction, requested fields, and retention needs. Every approved disclosure requires a recorded decision and an audit trail. Applicable restrictions on notice, disclosure, and onward use must be assessed.
New York CPL §140.50 addresses specified stops and demands for name, address, and an explanation of conduct. It does not create a universal public identity database requirement. Its subdivision 4 restricts certain electronic identity recording after stops in cities with at least one million people.
Data stewardship
The Jericho privacy notice describes the live profile, sharing, verification, and negotiation services. Public lookup is limited by default. Consent-based access passes are restricted to a confirmed email and expire automatically. Document verification activates only with a live provider account; no test verification issues a live JAP.
PICT is implemented as a parallel channel on the existing LIBER network. Its avatar collectibles and receipts are application records. They do not establish public-chain ownership or government identity.
Jurisdiction and adoption
International rollout requires a country-by-country assessment of identity evidence, biometrics, data transfers, retention, disclosure, and transport acceptance. This release has no claim of worldwide acceptance or completed legal formation. Counsel should review the proposed covenant, entity structure, privacy program, and individual immigration questions before they are relied on.
